The Lich Requirement is an unobtainable item. It cannot be obtained through normal means.
It has no functional use; the item only serves as a UI element when hovering over Ancient Phylactery, which will show a question mark which indicates that it won't do anything until the mechanical bosses have been defeated. However, defeating all the mechanical bosses will change its icon to show a Nighttime icon when hovering over it during the day. Hovering over the Ancient Phylactery during the night will then show the requirement that it needs 30 Pumpkins to summon the Lich boss.
